On April 27, the Cato Institute held a seminar and luncheon at New York's Waldorf-Astoria Hotel. Bradley A. Smith, a commissioner at the Federal Election Commission, delivered the seminar's keynote address. In his remarks, he stressed how current campaign finance laws create a system that not only discourages citizens from participating in the political process but also acts to limit a candidate's freedom of speech. Presenting the luncheon address was the president of the Center for the Study of Popular Culture, David Horowitz, who discussed his activities on America's college campuses, including his recent ad campaign against reparations for slavery.
